JOB DESCRIPTION

 

SUPERVISOR OF TRANSPORTATION

 

REPORT TO:  Executive Director of Operations

 

SUPERVISES:  Transportation Staff

 

SUMMARY OF ASSIGNMENT:

To provide each student, through the safe operation of transportation the opportunity to avail himself /herself of the complete range of curricular and co-curricular activities and material offered by the district’s schools.

 

ADMINISTRATIVE RESPONSIBILITIES:

1.        Develop and administer a transportation program to meet all of the requirements of the daily instructional program and co-curricular activities.

2.       Coordinate student transportation activities with school officials, building principals/activity coordinators, law enforcement agencies and other interest groups and individuals.

3.       Assist with the development of school bus specifications which meet the needs of the district and fully comply with state and federal requirements.

4.       Chair relevant hearings among district and outside agencies relevant to transportation.

5.       Assist in investigating, reviewing, and recommending appropriate discipline situations with transportation staff.

6.       Supervise and evaluate all transportation staff.

7.       Administer and supervise staff for Americans with Disabilities Act (ADA) compliance relative to transportation.

8.       Maintain inventory of transportation supplies, automotive equipment, tools and technology.

9.       Maintenance of all district-owned vehicle equipment and develop plans for preventative maintenance and needed repair or replacement.

10.    Recommends the procurement of additional or replacement buses and the disposal of old or uneconomically repairable units.

11.    Prepare and update bus routes and schedules for all public schools in the district including “trips”.

12.    Collect data and develop all required bus transportation reports.  Accomplish all transportation-oriented reports and insures their submission on a timely basis.

13.    Submit requisitions for required contractual services and services to repair district equipment and systems as deemed necessary.

15.    Prepare monthly payroll and other timely district and state reports with the assistance of the supervisor or business manager.

a.        Develops financial projections for the budget in conjunction with the business manger and supervisor

b.       Responsible for purchase orders, utilizing district procedures through the business office

c.        Manage cost analysis for transportation program

16.    Prepare and administer the transportation budget.

17.    Authorize purchases in accordance with budgetary limitations and district rules.

18.    Assign work orders to proper departments and determine the materials and parts necessary to complete the respective work orders.

19.    Approve and forward transportation service invoices to business department.

20.    Maintain safety standards in conformance with state, federal and insurance regulations.

21.    Conduct accident investigations and supervise accident reporting to appropriate law enforcement and insurance agencies.

22.    Inform Executive Director of Operations of program needs and concerns.

23.    Recommend and establish priorities for the program and district-wide basis.

24.    Ensure compliance with state code regarding safety, training licensing, registration and operational permits.

25.    Establish and maintain a good public relations program designed to promote understanding of support for the school district transportation program.

26.    Act as liaison with parents and district staff for complaints and special requests.

27.    Develop recommendations for future transportation changes, equipment and personnel needs based on a survey of resident students, distances, and grade levels.

28.    Supervise warehouse functions.

29.    District driver review applications and approve training.

30.    Attend labor management meetings when necessary.

31.    Serve on negotiations with PSE when requested.

32.    Recommend and provide training for transportation personnel.

33.    Carry out other duties as assigned by Superintendent and Executive Director of Operations.

 

 

 

 

 

 

QUALIFICATIONS:

 

1.       Must favorably pass the Washington State Patrol/FBI background check.

2.       Posses and maintain a valid class B Washington State driver’s license with passenger endorsement and Washington State school bus authorization – Type 1.

3.       Must possess or be eligible for the appropriate certification for this position.

4.       Possess valid driver’s license, a current health card, and valid first aid card.

5.       Experience with and understanding of management techniques and organization patterns

6.       Basic knowledge of affirmative action requirements

7.       Capable of organizing and projecting information

8.       Ability to organize work, assign appropriate staff and to prioritize independently

9.       Possess administrative knowledge sufficient for program

10.    Ability to complete job analysis, implement, organize and evaluate such to an efficient end

11.    Possess skill necessary to evaluate maintenance of equipment and make recommendations for new purchases

12.    Capable of developing instructional techniques to achieve management objective

13.    Availability on an emergency, call-out basis

14.    School bus driver trainer certified

 

 

TERMS OF EMPLOYMENT:

               

Position above is 260 days per year.  The salary range is DOE plus benefits.  This position is non-represented position.
